The fisherman moves his fishing pole in sync with the cuckoo bird chiming. So if it is 2 o'clock for example, the door at the top opens and the cuckoo bird comes out and calls twice. With each cuckoo call, the fisherman lifts up his arm holding the fishing pole and pulls out the fish. So at 2 o'clock the fisherman lifts his arm twice, at 3 o'clock three times and so on.
